Natural Disaster is NOT an excuse

Unless you specifically hear from your mortgage lender, servicer, auto finance company, or other creditor that they are forbearing from foreclosure, repossessions, or other adverse actions because of the Hurricane Harvey, DO NOT ASSUME THEY WILL NOT TAKE ACTION AGAINST YOU NOW.

There is no general law that says that if an area is declared to be a disaster zone that creditors cannot take action against debtors.  You should not go on rumour, or even depend on a kind voice on the phone, if you are facing a foreclosure or repossession, get it in writing if the creditor says they are affording relief due to the Hurricane.

DO NOT ASSUME ANYTHING.
